The No. present on the pole is simply the KM from Chatrapati Shivaji Mahajaraj Termainal (CST)

Eg.  In above image you can see No. 53 in upper side.
       So Kalyan railway stations is 53 KM from CST.

        You can also see No. 4 below. In one KM. there
        are multiple pole in between so below number

          Towards CST -    Pole no will decreases
          Away from CST-pole no will increase

         You can also calculate the distance between station like
          Kalyan have pole with numbers 53
          & thane have pole with number 33
          So distance between Kalyan & thane is 53-33 =20 KM (approx).
